It consists of a forest park open for free and an arboretum that may charge fees.
The first phase of construction was completed, and only the forest park has been temporarily opened to citizens since October 1.
The arboretum is expected to be completed in the spring of 2023, and the second phase of construction to create park trails and plazas within the forest park is expected to be completed in April 2023.
