Incheon Dohobu Government Office is the government building of the Dohobu, which served as the central administrative institution for the Incheon area during the Joseon Dynasty. It was established when Incheon was elevated to dohobu status in the late 15th century, and for many years it played an important role as a key local political and administrative center. Originally, it consisted of 15 to 16 different buildings, but only part of the complex remains today.

The exact date of its original construction is unknown, but based on an inscription found on a roof tile during repairs to the guesthouse, reading "Kangxi Year 16," it is believed to have been rebuilt in 1677, the 3rd year of King Sukjong of Joseon. After repeated damage and relocations, parts of the guesthouse and dongheon now remain within Munhak Elementary School, and restored buildings on a separate site are also open for visitors.
